Active-HDL のツールメニューに任意のツールを追加、または定義することで可能です。 Tools | Preferences | Environment | Tools に移動し、ModelSim 実行ファイルのリンクを設定してください。

Active-HDL のコンソールから“runexe” または “!” コマンドで任意のコマンドプログラムを起動できます
